A 55-year-old California man was denied bond after being arrested for trying to deceive an elderly woman out of over $100,000 for home construction work in Douglasville.
Jeffery Ruff, of San Diego, remains in jail following his March 11 arrest on charges of theft by deception and exploiting a disabled or elderly person.
