ROSWELL – The New Mexico State Police (NMSP) Investigations Bureau was requested by the Roswell Police Department (RPD) on April 4, 2024 to investigate an officer-involved shooting (OIS) involving RPD detectives at 1300 Meadow Lane.
NMSP agents learned that on the morning of April 4, 2024, three RPD detectives were in an unmarked police vehicle actively searching for Javier Harvey Salinas, 27, of Roswell. RPD detectives had recently issued arrest warrants for Salinas on charges of Murder in the First Degree, Shooting at or from a Motor Vehicle, Conspiracy to Commit a Felony, Felon in Possession of a Firearm, Aggravated Assault (3 counts) and Conspiracy to Commit Aggravated Assault.
At around 11:17 a.m., detectives were at a stoplight when they recognized Salinas next to them in a 2010 Chevrolet Equinox. The detectives turned on their emergency lights and attempted to conduct a traffic stop on Salinas, but he fled at a high rate of speed.
After a brief vehicle pursuit, Salinas crashed into bushes in front of an apartment complex at 1300 Meadow Lane, near the intersection of South Sunset and Meadow Lane. Salinas fled on foot toward the apartment complex. RPD detectives gave chase on foot.
As the foot pursuit entered the apartment complex, Salinas pointed a firearm toward the RPD detectives. Two of the detectives discharged their duty weapons, striking Salinas. Paramedics were called to the scene, but Salinas was pronounced deceased on the scene by the Office of the Medical Investigator.
No officers or bystanders were injured during this incident. For the duty status and any administrative action taken on the detectives involved as well as information on the arrest warrants the detectives were trying to serve, contact RPD.
